implement pagination w limit + filters + nextLink (cursor). why cursor over offset: offset is O(n) bc db has to scan. cursor uses where pk > last_seen_pk, O(1) w index. stable under inserts/deletes (offset isnt). followup: encrypt the cursor so clients cant tamper. base64 + HMAC
